What is the best resolution when creating a file and file type for upload. What works best.

We do have a Design Guide with all sizing listed.
For t-shirts, 2200x3000 px at either 200 or 300 DPI.
Upload: 8997012.png (996px x 186px)
Upload: 18106552.png (372px x 496px)
Upload: 87164584.jpg (736px x 654px)
Upload: 15759056.jpg (604px x 558px)

So IOT use the other options of uploading pics to various locations on the Tshirt, do you have to have photoshop?

You do not need photoshop. You can either use your front page designer to upload images to, but it is recommended to use some sort of photo editing software before hand. A good free alternative for Windows is Paint.net
